The national office of security enforcement (NOOSE) is a law enforcement agency in the grand theft auto series, appearing in all of the HD universe games.
Description
The NOOSE replaces the SWAT from previous games.
Grand theft auto IV

The NOOSE is called upon to assist the police when the player has a wanted level of at least three stars or four stars in single-player and in any multiplayer mode (excluding cops 'n' crooks). There are two known divisions:
- The first one is the NOOSE patriotism and immigration authority, responsible for keeping the city from illegal immigrants. Their agents are the same as the LCPD and as the ASP (only in single player) in behavior, weapons, appearance and mannerisms.
- The second one is the NOOSE tactical response unit, providing heavily-armed police responses. Their agents are middle-aged caucasian, african-american and hispanic officers, equipped with body armor to withstand more gunfire before going down. TRU agents are the only units wearing specialized gear, consisting of a dark grey uniform with the ballistic armor, displaying "POLICE" on the front right and "N.O.O.S.E." on the back. Numerous protective accessories can be seen as well, being protective caps on their elbows and knees, along with layers on their arms displaying the NOOSE logo. NOOSE agents may be seen wearing different combinations of headgear (balaclava, gas mask, helmets, goggles on their faces or over the helmets), although they may sometimes appear with no headgear. Similarly to FIB agents, TRU officers are equipped with body armor, allowing them to withstand more gunfire before going down.
In multiplayer, NOOSE is the main rival force during hangman's NOOSE, in which players must escort kenny petrovic from the airport to charge island.
In the lost and damned's multiplayer game mode, witness protection, a team of players take charge of the NOOSE team to protect (and escort) the prison bus and its occupants to a few police stations in liberty city. This game mode is the only time players work for the NOOSE team (as the NOOSE team normally attacks players in almost all of their appearances).

NOOSE tactical response unit officers are deployed when the player has a three-star wanted level, they chase the player in enforcers (which each one deploys only on unit). They will shot huang with their micro SMG.
Their agents always wear blue tactic helmets and equipment with a black T-shirt.

The NOOSE returns in grand theft auto V, although only as tactical response unit officers. They begin to assist the LSPD when the player has a wanted level of three stars and above.
On ground, NOOSE agents are dispatched in FIB grangers (in los santos) or sheriff suvs (in blaine county), with two agents hanging off the side of the SUV and using their pistols to shoot the player at four stars. If the player barricades himself in a building, or tight cover, the agents will begin to use tear gas to force them out; they also use gas on streets, and in open spaces.
In the air, NOOSE agents will begin to appear in police maverick helicopters that will be sent after the player at three stars (they will shoot at the player using carbine rifles), and at four stars, some helicopters may carry four NOOSE members who will rappel down to the ground, or the helicopter may land and they will get out on the ground.
All NOOSE members wear balaclavas, goggles and tactical helmets, along with blue and black uniforms in addition to their ballistic armor. They are usually african-american, hispanic, or caucasian.

The international affairs agency (IAA) is an intelligence agency featured in grand theft auto IV (as the U.L. Paper) and grand theft auto V.
Description
The agency appears to be based on both the central intelligence agency and the national security agency.
According to steve haines, the IAA is heavily corrupted and abducts public funding for their own benefits - the IAA's corruption is further confirmed by karen at the end of the humane labs raid, where she comments about how the IAA can get anyone to do their dirty work by paying them.
In 2013, the IAA began to lose funding as terrorist activity had calmed down. This caused the IAA and the FIB to be involved in a bureaucratic fight over which agency will receive more government funding. In 2013, the IAA kidnapped ferdinand kerimov, an alleged terrorist, and faked his death to "remove him from the record". The IAA then moved him to their headquarters for torture and interrogation. Michael de santa, on steve haines' order, abducted kerimov in the middle of a torture session, with the help of trevor philips and franklin clinton. Michael along with trevor and franklin hijack an IAA funding truck which, as haines says, are corruption-related fundings from drugs.
Later in-game, according to steve haines, the agency had tasked humane labs and research to develop a strong neurotoxin. When it was finished, the IAA would then release the same neurotoxin in a major metropolitan area and pass it off as a terrorist attack to hopefully re-instate their budget due to the demand by the public to stop terrorism. The plan was foiled, however, by steve haines and dave norton, along with michael de santa, in an infiltration through the facility. Said operation ended up with haines captured, but failed to intercept the helicopter that was carrying out the refrigeration unit with the neurotoxin.
Later, the IAA managed to intercept michael, dave, and steve while they were confronting each other at the kortz center. Led by their undercover agent, the IAA team managed to corner the three men, up until rogue FIB agents and merryweather security ambush the entire group. It led to a huge firefight, and the IAA agents were killed.
It is confirmed that the united liberty paper is a front for the IAA, as the united liberty paper contact appears as an IAA agent and point-man in grand theft auto V. Karen also appears in the game as a lead interrogator.
Characterization
While the IAA do work to protect america, their methods in doing so can be highly pragmatic and morally gray, such as using extreme interrogation techniques and threats of forcing objects into their detainees' orifices.
The IAA are known to use criminals for off-the-book missions and will use blackmail, threats, or simple payment to motivate them. As stated above, steve haines claims they are corrupt and they have indeed proven to be morally flexible when needed, but it should be noted that haines himself was highly corrupt, and his career was apparently threatened.
In an apparent contradiction to haines' accusations that the IAA created a chemical weapon at the humane labs, an IAA agent known as agent 14 would organize a similar raid on the humane labs himself, claiming that the nerve agent there is being developed by merryweather. While either of them could potentially be lying, 14 would ultimately prove to be more trustworthy than haines, as the IAA seems to retain assets rather than kill off loose ends, as haines would try to do with those that he conscripted. Subsequent operations at the humane labs would lend further credence to agent 14's claims as both a gunrunning operation and casino heist show that the lab is operated by merryweather and not the IAA.
The IAA is also involved in the gunrunning business. Though this may also be off-the-books, they are known to use motorcycle gangs and organizations to do sales and resupplies, as well as stop unsanctioned sales. It is also known that there may be rogue agents within the agency, as seen in the mission work dispute.
In addition to their apparent rivalry with the FIB, the IAA seem to dislike merryweather, as agent 14 can be quoted as saying that while merryweather may work government contracts, it doesn't even remotely make them the "good" guys, which the IAA seem to consider themselves. They also seem to have a far more openly hostile interaction with merryweather compared to the FIB, as IAA agents have been kidnapped by the mercenaries while the IAA frequently attempts to stop merryweather operations such as their weapon sales.
According to mrs. Rackman, there seems to be a system in place that acts as an insurance against potential infighting, as checks won't cash if a number of agents are dead. Apparently it is to prevent agents from killing each other if they have a conflict with one another.
Uniform
IAA agents can be seen wearing various tops, of different colors. They can wear either a tucked-in polo, a jacket, or a sweater. They sometimes may wear a lanyard around their necks with an ID on it, a badge and gun holster made for a glock on their belts, a communication device on their right ear, sometimes a police-like tool belt, and a watch on their left wrist.

Franklin meets up with michael and lester at the garment factory to discuss the plan, franklin and michael then drive to the NOOSE headquarters off the palomino freeway, the rest of the crew are waiting there for michael and franklin. The time advances to midnight and the crew enter a helicopter on the rooftop where michael flies them to the jump zone near the FIB building.
The crew jump out of the helicopter and parachute onto the rooftop where franklin opens the glass panel so that the crew can enter the building. Once the crew is inside, they find the server room locked and blow the door open with a sticky bomb. Michael enters the server room and uses programs on his cellphone to hack the server terminal.
Whilst the computer files are being copied onto michael’s cellphone, a security team start attacking the crew and they fight back until the cell phone has finished copying the files. Once the security team has been killed, the crew escape the FIB building killing any more FIB agents in the way.
The crew will find themselves with no choice but to rappel down the building after their helicopter got shot down by merryweather. They continue to fend off more security guards and cops including the merryweather helicopter and reach their getaway vehicle located just outside the FIB building. Once the heat from the cops has been cleared, the crew drive to franklin’s house for a debrief.

Gold medal objectives:

● headshots: kill 20 enemies with a headshot
● accuracy: finish with a shooting accuracy of at least 70%
● perfect drop: land perfectly on the main section of the roof
● hacker: hack the system within 45 seconds
● time: complete within 19:00

Grand theft auto V is an open world, action-adventure video game developed by rockstar north and published by rockstar games. It was released on 17 september 2013 for the playstation 3 and xbox 360. An enhanced version of the game was released on 18 november 2014 for the playstation 4 and xbox one, and 14 april 2015 for microsoft windows. The game is the first main entry in the grand theft auto series since 2008’s grand theft auto IV. Set within the fictional state of san andreas (based on southern california), the single-player story follows three criminals and their efforts to commit heists while under pressure from a government agency. The open world design lets players freely roam san andreas, which includes open countryside and the fictional city of los santos (based on los angeles).
The game is played from either a third-person or first-person view[c] and its world is navigated on foot or by vehicle. Players control the three lead protagonists throughout the single-player mode, switching between them both during and outside of missions. The story is centred on the heist sequences, and many of the missions involve shooting and driving gameplay. Players who commit crimes may incite a response from law enforcement agencies, measured by a “wanted” system that governs the aggression of their response. Grand theft auto online, the online multiplayer mode, lets up to 30 players explore the open world and engage in cooperative or competitive game matches.
Development began in 2009, soon after the release of grand theft auto IV. The development team envisioned grand theft auto V as a spiritual successor to many of their previous projects, such as red dead redemption and max payne 3. The game’s use of three lead protagonists is a break from series tradition—a design choice from the developers to innovate on the core structure of its predecessors. As part of their research for the open world, the developers conducted field research around california throughout development and captured footage for the design team. Development duties were shared between many of rockstar’s studios worldwide.
Following its announcement in october 2011, grand theft auto V was widely anticipated. It was acclaimed by many reviewers, with praise particularly directed at its multiple protagonist design, open-ended gameplay and technical advancements. Critics were polarised by a scene depicting torture and the game’s treatment of women. Some labelled the game inherently violent and misogynistic. Grand theft auto V broke industry sales records and became the fastest-selling entertainment product in history, earning US0 million in its first day and US billion in its first three days. Considered one of the most significant titles of the seventh generation of console gaming, the game won year-end accolades, including game of the year awards from several gaming publications.
